Official Windows certificate update endpoint, not a website for visitors
ctldl.windowsupdate.com is a Windows service address. Windows uses it to check for updates to its list of trusted certificate authorities, and Microsoft's own documentation lists it as an official endpoint. Opening it in a browser only shows a "403 - Forbidden" message or a redirect to another Microsoft update address. Security scanners found nothing, and the domain is decades old. That is why the score is high.

01 · Investigation Brief
Investigation Brief
ctldl.windowsupdate.com is a Windows service address.
Who runs it and what it does
Microsoft's documentation names this address as the place the Automatic Root Certificates Update component checks for updates to Windows' list of trusted authorities.
Microsoft's guidance on required connections for Defender for Endpoint also covers this update mechanism. That mechanism lets Windows mark compromised or untrusted certificates as untrusted.
Technical checks and what a visitor sees
None of the 93 security engines flagged the address, and the browser threat feed gave no warning. The registered domain is about 10,686 days old, which is roughly 29 years.
A browser visit returned an "Access is denied" page. Our scan also recorded the browser being sent to fe2.update.microsoft.com, which is another Microsoft update address rather than a third-party site. The saved encryption (TLS) check did not validate the connection. This scan visited the plain HTTP version of the address, and this kind of background service is not built for people to browse.
The site sells nothing, collects no sign-ups and shows no ads. We do not consider it a commercial or customer risk.
Why the score is 90
The saved checks and analysis found no material threat. Coverage remains separate so missing sources cannot be mistaken for clean results.

Domain & infrastructure
The plumbing behind the site — who registered it, how it’s encrypted, where it’s hosted, and where it links out. A valid certificate or a calm server doesn’t mean the business is honest — scam sites pass these checks too. Use this to corroborate the verdict, not to overturn it.

This saved scan found no active threat signals in the checks it completed.
ctldl.windowsupdate.com has operated for years with no threat signals in this review — a long, stable track record, though it is never a guarantee on its own.
Contact Verification
Saved contact details can help identify the operator. Their presence supports traceability; it does not prove the business is trustworthy.
Domain & Encryption
Certificate issued for fallback.tls.fastly.net.
A shared Fastly address answers for many sites, so it is not the site's own server and says nothing about who runs it.
Payment providers the page loads
None seen among the outside domains we saved.
Read from the first 20 outside domains the page loads and the shop platform it uses; the web server and platform rows are under Hosting & Technology. A payment script on the page does not prove the shop accepts that method at checkout, or that you are protected.
