The site's FAQ says it is a 4chan archive and that all of its content originally came from that website. The person running it describes themselves as the administrator of several 4chan archives, including TheBArchive.com, 4Archive.org and Archived.moe.
The page shows the FoolFuuka imageboard software and the Asagi fetcher, which are publicly available archiving tools. It also has a search form for archived /b/ and other board posts.
